The IEC 61439 Standard

Everything you need to know about the standard

All low-voltage switchgear and controlgear assemblies in the European Economic Area are required to comply with the IEC 61439 standard. The standard describes the design verification for controlgear assemblies and the responsibilities of the manufacturer and switchboard manufacturer. 

Scope of the standard

The IEC 61439 standard consists of several parts. The general part 1 applies to switchgear, power distribution boards and control cabinets, while part 2 applies to power switchgear and controlgear assemblies.
  • What is a low-voltage switchgear and controlgear assembly? A combination of one or more low-voltage switchgear with associated equipment for open- and closed-loop control, measurement, signaling and protection, with all electrical and mechanical connections and structural parts [DIN EN (IEC) 61439-1, 3.1.1].
  • What is a power switchgear and controlgear assembly? A low-voltage switchgear and controlgear assembly that is used to distribute and control electric power for all kinds of loads in industrial, commercial and similar applications in which operation by laypersons is not intended [DIN EN (IEC) 61439-2; 3.1.101].

Areas of responsibility

In comparison with the previous standard, IEC 61439 clearly describes the areas of responsibility including product liability of the persons involved.

Original manufacturer 

This is the organization that carried out the original design and the corresponding verification of the controlgear assembly according to the relevant controlgear assembly standard [DIN EN (IEC) 61439-1 (3.10.1)]. As the original manufacturer, Siemens bears the responsibility for design verification of SIVACON S8, SIVACON S4 or ALPHA 3200 controlgear assemblies, as well as for complete and detailed documentation of the design verification.

With a certification of CE conformity (prerequisite for placing the product on the market in the European Economic Area), each manufacturer of a switchboard or a cubicle confirms compliance with the standard.


Manufacturer of the switchgear and controlgear assembly

This is the organization that assumes responsibility for the finished controlgear assembly. This can also be identical with an original manufacturer [DIN EN (IEC) 61439-1 (3.10.2)]. The switchboard system or cubicle manufacturer bears the responsibility for routine verification.



A person involved who will specify, purchase, use and/or operate the switchgear and controlgear assembly or someone who acts on the user's behalf [DIN EN (IEC) 61439-1 (3.10.3].

e.g. engineer, operator.



IEC 61439 defines which points the manufacturer and the user of a switchgear and controlgear assembly have to define. The switchgear and controlgear assembly is viewed as a so-called black box, whose interfaces to the environment are defined in 4 areas.

Documentation of verifications

The design verification documents and confirms that the requirements of the relevant controlgear assembly standard have been fully complied with. The documentation contains all test reports, logs, calculations and records. The documentation is archived for the entire product life cycle; forwarding to the manufacturer of the controlgear assembly is not required. For identical assemblies, only one design verification is required; only changes to the original system require design verification for the changes (the manufacturer becomes the original manufacturer).


Routine verification is the verification process to which each controlgear assembly must be subjected to during and after manufacture, in order to ensure that they conform with the requirements of the relevant controlgear assembly standard. Complete documentation contains the test report with the data and calculations utilized and comparisons carried out and is the responsibility of the controlgear assembly manufacturer.  Archiving of documentation is carried out for the duration of the product life cycle.
